What’s the Following Words Means?

Question by freeflying: what’s the following words means?
I read the newspaper and can’t understand this sentense (or words?):
a three-month stint in rehab
I guess it’s a kind of punishment given by court—just by guess, which let someone do work for community.
and another words(how to express the “words” correctly, should I say “phrase”?):Publick Occurrences, which occur on the article I read talking about the history of newspaper and the attitude of the goverment to the criticism towards them.I guess the Publick Occurrence means that the goverment forbit the publisher from publishing the newspaper.
Am I right?
